Are Uggs Really That Bad? (PHOTOS)

Uggs, the Australian shearling-lined footwear worn primarily by surfers to keep their feet warm after cold mornings in the water, became mainstream in the early aughts. Stars like Lindsay Lohan, Britney Spears and Jessica Simpson were often spotted in sunny L.A. in the cozy shoes. Like Juicy tracksuits, they made up a uniform: plush sweats, Ugg boots and a Balenciaga bag was the look of choice for the "It" girls of that time.

Since then, the boots have fallen out of favor with the fashionable set. Don't get us wrong, there is truly nothing as comfortable as Ugg boots, but in terms of style, they are lacking. The dull brown hue, often-scuffed exterior and slouchy tops can look sloppy (especially when paired with the aforementioned tracksuit).

The ease of wear is unparalleled. All one needs to do is pull them on and you're dressed and ready to fight the freezing temps (or, if you're in L.A., brave the 60 degree weather. That said, Uggs' casual nature is just that -- casual.

Not ready to give up your Uggs? Don't stress. Here, four guidelines on wearing the furry footwear:

1. Consider the occasion. Uggs are OK for walking around a ski town (though we think L.L.Bean boots are a more stylish -- and waterproof -- option).

2. All bets are off when traveling. The furry footwear passes when dealing with the hassle of the TSA.

3. Uggs are not OK in the office. Would you wear sweatpants to work? No. Then don't wear the sweatpants equivalent for your feet.

4. If you are going to rock your Uggs, please refrain from taking them to the next level of outlandishness. Sequins, sparkles, bright hues and the like should be avoided at all costs.

Washington dodges the 'dairy cliff,' avoids spike in milk prices

The House's Agricultural Committee reached an agreement with the Senate to extend the US farm bill ?that will keep milk prices in check in 2013. Without the compromise the price of a gallon of milk may have reached $7.

Farm-state lawmakers have agreed to a one-year extension of the expiring US farm bill that, if enacted, would head off a possible doubling of retail milk prices to $7 or more a gallon in 2013.

The compromise measure resulted from bipartisan discussions in the?House of Representatives' Agriculture Committee?and talks with colleagues in the US?Senate,?Frank Lucas?of?Oklahoma, the?House?panel's chairman, said in a statement Sunday.

"It is not perfect - no compromise ever is - but it is my sincere hope that it will pass the?House?and?Senate?and be signed by the President by January 1," Lucas, a Republican, said.

It was not immediately clear whether?House?and?Senate?leaders would bring the measure to a vote soon enough to avoid putting the so-called "dairy cliff" milk price spike into action.

Separately, lawmakers are working on a last-ditch effort to avert the similarly timed "fiscal cliff," when the biggest tax increases ever to hit Americans are set to start, paired with significant federal spending cuts

US Agriculture?Secretary?Tom Vilsack, in an interview with CNN taped Friday and aired on Sunday, urged?Congress?to come up with such a solution, if only an extension of the old law that expired nearly three months ago, lest milk prices start rising after Jan. 1, 2013.

Absent a new bill or an extension of current law, milk prices would revert to rules set in 1949, the last "permanent" farm legislation in the?United States. Government price supports would kick in, based on production costs 64 years ago, plus inflation. The potential retail milk price has been estimated at $6.00 to $8.00 a gallon versus current levels near $3.50.?

Lucas said in the statement that time had run out in?Congress' current session to enact a new five-year farm bill, as farm-state lawmakers and the dairy lobby had hoped.

Vilsack told CNN that soaring milk prices - if it comes to that - would ripple throughout all commodities "if this thing goes on for an extended period of time."

The price of milk will not double on Jan. 1, if?Congress?fails to act. Instead, prices would rise gradually as supplies are removed from normal markets and land instead in US Department of Agriculture storage facilities.

With supplies more scarce in normal marketing channels, some milk distributors and dairy product manufacturers could have turned to imported supplies.

The Department of Agriculture is reviewing a range of options for administering programs should a permanent law become legally effective on Jan. 1, a spokesman said on Friday.

The?Senate?passed its new five-year farm bill in June, and the?House Agriculture Committee?followed with a version in July.

But the?House?bill, with large cuts in food-stamp funding for lower-income Americans, has never been brought to a vote by the full?House. The?Senate?and?House?have for months remained far apart on the issues of food stamps and crop subsidies.

Lucas said the year-long extension "provides certainty to our producers and critical disaster assistance to those affected by record drought conditions."

It would also mean another round of the direct subsidies to farmers that cost about $5 billion a year, and that both sides of debate had agreed earlier to eliminate.

Entrepreneur launches first Africa-designed smartphone

AFP - A Congolese inventor has unveiled what he says is the first African-designed smartphone.

Verone Mankou, 27, told AFP that the so-called Elikia, which means "hope" in the local language, went on sale the day before in the Republic of Congo.

Mankou, head of the company VMK, said the Android-powered device was on sale in only in Congo for now, but he planned to launch it in other countries.

The phone was initially due to go on sale in October but its launch was delayed "because of an explosion in demand," he said.

Though the phone is Congolese by design, it is manufactured in China. It costs about 130 euros ($170) -- a considerable sum in this central African nation.

The phone has a 3.5-inch touchscreen, 512 megabytes of RAM and a 650-Mhz processor. Its camera is five megapixels, and it also comes with GPS and Bluetooth.

Mankou last year designed what was billed as Africa's first tablet computer.

Things may finally be looking up for US manufacturing, James Fallows argues in the December issue of The Atlantic.?

Even in its battered condition, the American manufacturing sector is still the largest in the world, but its share of the US economy has declined from 20 percent in the early 1980s to just over 10 percent today. In the process, many high-paying jobs moved to China and other lower-wage countries, while Rust Belt communities in the United States were hard hit.

Two trends are likely to get trade winds blowing toward America again, Mr. Fallows contends. First, new technologies emerging in the US, such as 3-D printing, make it easier and faster to design, build, and refine products. Three-dimensional printing allows firms to use computerized molding systems to produce prototypes in minutes or hours. ?A revolution is coming to the creation of things, comparable to the Internet?s effect on the creation and dissemination of ideas,? one industrial design expert told Fallows.

At the same time, tumultuous changes in China are reducing its manufacturing advantages, complicating life for outsourcers and exporters. ?In China, wages are rising, workers are becoming choosier, public resistance to environmental devastation is growing, and the Chinese ?investment led? model is showing strain,? Fallows says.?

Apple?s new CEO

Apple chief executive officer Tim Cook talked extensively about management and corporate creativity in an interview with Bloomberg Businessweek editor Josh Tyrangiel.

Mr. Cook succeeded Apple?s late co-founder Steve Jobs. Mr. Jobs was a major shareholder in the Walt Disney Company and had seen how executives there wasted time trying to figure out what Disney himself would have done after the founder of the company had passed away. Jobs ?removed a tremendous burden for me,? Cook says, by instructing, ?I never want you to ask what I would have done. Just do what is right.?

Apple has taken heat for poor working conditions at massive Foxconn Technology Group factories in China where many of its products are assembled. Cook told Businessweek that Apple would start producing one line of its Mac computers in the US in 2013 ? a modest sign of the brightening prospects for US manufacturing mentioned above.

Creativity, in Cook?s definition, is ?people who care enough to keep thinking about something until they find the simplest way to do it.? He laughed about corporate innovation departments saying that having one ?is always a sign that something is wrong ... you know, put a for sale sign on the door.?

And so another regular season comes to an end.

For some players, it is just a prelude to greater heights in the postseason. For others, it is one last chance to leave a good impression at the end of a disappointing season for the team. And for a final group, it won?t be anything but a chance to put on street clothes festooned with logos to watch a game from the sideline because of an injury.

This post is about that last group of players. The final injury reports for Week 17 are in and we?ve got a look at who?s been ruled out for Sunday and which players are still up in the air.

Buccaneers at Falcons

The Falcons will be without safety William Moore (hamstring) and cornerback Christopher Owens (hamstring) for their playoff tuneup. Wide receiver Roddy White (knee), defensive end Jonathan Babineaux and defensive tackle Corey Peters are all questionable. Guard Roger Allen is doubtful for Tampa with a groin injury.

Jets at Bills?

The Jets ruled out cornerback Aaron Berry (hamstring) for their finale. Tight end Dustin Keller (hamstring), quarterback Greg McElroy (concussion), linebacker Bryan Thomas (chest) and wide receiver Chaz Schilens (knee) are all doubtful. 17 other Jets are probable, while the organization?s future is questionable. Defensive end Mark Anderson?s disappointing first season with the Bills will end with him still benched by a knee injury.

Ravens at Bengals

Cornerbacks Jason Allen (hamstring) and Terence Newman (groin) are questionable for the Bengals. The Ravens have seven questionable players, including wide receiver Anquan Boldin and defensive tackle Haloti Ngata, and are expected to rest some starters ahead of the postseason.

Bears at Lions

Safety Chris Conte (knee) and linebacker Blake Costanzo (hamstring) are out for Chicago and linebacker Brian Urlacher (hamstring) is doubtful after returning to practice on Friday. Running back Matt Forte (ankle) is probable. The Lions won?t have defensive tackle Sammie Hill (toe) and they listed safety Louis Delmas (knee) and cornerback Chris Houston (hamstring/hip) as questionable.

Texans at Colts

Cornerback Alan Ball (foot) remains out for the Texans. Running back Arian Foster is probable after leaving last week?s game with an irregular heartbeat.?Running back Delone Carter (ankle), defensive tackle Antonio Johnson (ankle), defensive end Cory Redding (quad) and center Samson Satele (ankle) are all out for Indy.

Panthers at Saints

It feels like running back Jonathan Stewart has been questionable for the entire season with an ankle injury, so it is fitting that he?ll close out the year that way. A knee injury will keep Saints running back Pierre Thomas out of the lineup and a concussion will keep cornerback Jabari Greer out as well.

Eagles at Giants

If the Giants win on Sunday, they?ll likely do it without cornerback Prince Amukamara (hamstring), defensive tackle Chris Canty (knee) and cornerback Jayron Hosley (quad). The Giants are very thin at if neither Amukamara nor Hosley answers the bell. Safety Kenny Phillips (knee), wide receiver Hakeem Nicks (knee) and defensive end Justin Tuck (shoulder) are all questionable. Eagles defensive tackle Fletcher Cox (concussion) and linebacker Mychal Kendricks (concussion) will miss the final game of their rookie seasons.

Browns at Steelers

The Browns ruled out cornerback?Sheldon Brown (concussion/foot), tight end Jordan Cameron (concussion), quarterback Colt McCoy (shoulder), running back Trent Richardson (ankle) and quarterback Brandon Weeden (shoulder). Tackle?Mike Adams (ankle), cornerback Curtis Brown (ankle), linebacker Marshall McFadden (abdomen) and wide receiver Mike Wallace (hip) will not close out the year for the Steelers.

Jaguars at Titans

Offensive lineman Uche Nwaneri (concussion) is out for the otherwise healthy Jaguars. Running back Chris Johnson (ankle) and wide receiver Kendall Wright (rib) are questionable for the Titans. Local interest is doubtful.

Chiefs at Broncos

A full third of the Chiefs roster is on the injury report, but running back Jamaal Charles (illness) is probable. He?s been the one most worth watching anyway. The Broncos ruled cornerback Tracy Porter out with a concussion and kick returner Trindon Holliday is doubtful with a sprained ankle.

Packers at Vikings

Vikings defensive end Brian Robison (shoulder) and cornerback Antoine Winfield (knee/hand) are both questionable. Running back Adrian Peterson is probable with the abdominal injury he picked up last weekend. Wide receiver Randall Cobb (ankle) is questionable after spending most of the week watching practice. Wide receiver Jordy Nelson is probable to return from a hamstring injury.

Dolphins at Patriots

Wide receiver Davone Bess (back) will miss his third straight game for the Dolphins. Defensive tackle Randy Starks missed another week of practice for non-injury reasons, but played in Week 16. Another masterpiece for Bill Belichick as the Patriots coach turns in 20 questionable players for this weekend. Cornerback Marquice Cole (finger) is actually doubtful, which may mean that finger?s never getting any better.

Raiders at Chargers

The Raiders won?t have quarterback Carson Palmer (ribs/lung) and safety Tyvon Branch (neck/ankle) is questionable. Running back Ronnie Brown (hamstring) is questionable for the home team.

Rams at Seahawks

Cornerback Walter Thurmond (hamstring) is out and cornerback Marcus Trufant is probable to return from the same injury for the Seahawks. The Rams had all players participate fully in their final practice of the year on Friday.

Cardinals at 49ers

Cardinals wide receiver Early Doucet will miss another game with a concussion. Tackle Nate Potter (ankle) is questionable to be defending Brian Hoyer?s blindside. The 49ers are listing defensive lineman Justin Smith (triceps) as doubtful and tight end Vernon Davis (concussion) is questionable.

Cowboys at Redskins

Linebacker Ernie Sims is questionable because of a concussion, but the rest of the Cowboys other than defensive tackle Jay Ratliff (sports hernia surgery) are likely to play. Redskins tackle Tyler Polumbus practiced on Friday and is questionable to return from a concussion.

Cam Newton Fined For Bumping Referee: Report

CHARLOTTE, N.C. (AP) ? A person familiar with the penalty says the NFL has fined Panthers quarterback Cam Newton $21,000 for abusive conduct toward a game official.

The person spoke to The Associated Press on Thursday on condition of anonymity because the league hasn't announced the fine.

Newton shouted at and bumped referee Jerome Boger in the fourth quarter of Carolina's penalty-plagued 17-6 victory over the Oakland Raiders on Sunday.

Newton apologized after the game, saying "the words that I said during the game were very disrespectful and I apologized to (Boger) during the game, but I'm going public and apologizing again. It was something in the heat of the moment."

Boger said he didn't feel the bump was enough to warrant an ejection because it "wasn't of a malicious nature."

Herman points out that many people have social profiles that they?ve chosen to put online. But in addition to the personal narrative that individuals provide about themselves, there are ?Internet profiles? that are created and maintained by default whenever we do any activity online.

We?re all familiar with social profiles. They consist of the information and photos we share on Facebook, LinkedIn and countless other websites. Advertisers aren?t the only ones who want to know more about you. It turns out that government agencies have a strong interest in what some people do online. Google and other companies have started tracking requests from these agencies to provide a range of information about specific individuals. Twice a year, Google publishes a Transparency Report that summarizes which countries have requested activity information for certain people; how many requests are made in a given time period, and how many times Google complied with the requests. As the chart below shows, the number of requests is increasing as time goes by.

U.S. government agencies top the list of requestors. Google doesn?t specify in its Transparency Reports who the requestors are, but we can presume that law enforcement agencies would be very interested in checking the search and browser history, contents of gmail accounts and similar information for suspected criminals. I have another concern when it comes to the privacy of these Internet profiles. What if one of the companies storing such profiles suffers a data breach? It?s not unprecedented. Herman says that in 2006, AOL suffered a breach of search logs of more than 600,000 users. Part of the logs revealed some very personal search information which Herman calls ?peeks into the depths of people?s souls.?

Most people think that interactions with computers are impersonal and private. After all, computers are just machines. But computers log everything, no matter how personal or how mundane, and these logs can be accessed by humans who have an interest in the data.

Short of staying off the Internet entirely, there?s little that we can do to protect ourselves from having our deepest, darkest secrets logged when we conduct personal matters via the Internet. Thankfully many of the logs are anonymized and not publicly searchable, but still it?s good to remember, if you want to keep a secret, you must also keep it from the Internet.

Tensions hit French Embassy in C. African Republic

(AP) ? Angry protesters carrying clubs threw rocks at the French Embassy in Central African Republic on Wednesday, criticizing the former colonial power for failing to do more to stem a rapid rebel advance as fears grew that the insurgents aim to seize the capital.

The demonstrations began earlier in the day outside the U.S. Embassy before about 100 protesters then took to the French Embassy, carrying pieces of cardboard with messages that read: "No to war! No to France!"

"It's France who colonized us ? they should support us until the end. Unfortunately, they have done nothing. In this case, we are merely asking purely and simply that they leave our country," shouted one young demonstrator in front of the French mission in Bangui.

The protesters then began stopping cars to verify whether any foreign nationals were inside.

"These people have taken down the French flag from its pole and removed it," said Serge Mucetti, the French ambassador to Central African Republic. "They have carried out stone-throwing in the area of the embassy and have broken windows. This kind of behavior is unacceptable."

Air France confirmed Wednesday that its once-a-week flight to Bangui turned back because of protests at the French Embassy. The decision was made independently by Air France, and the French government did not make the request, said an airline spokeswoman, who spoke on condition of anonymity because company policy did not authorize her to speak on the record.

The French foreign ministry did not immediately respond to a request for comment.

U.N. Secretary-General Ban Ki-moon condemned the armed attacks, saying they "gravely undermine the peace agreements in place and the efforts of the international community to consolidate peace" in the country, U.N. spokesman Martin Nesirky said.

The U.N. chief appealed to all parties to refrain from any acts of violence against civilian and to respect human rights, he said.

The secretary-general welcomed the conclusions of the heads of state summit of the Economic Community of the Central African States in Ndjamena, Chad, on Dec. 21 and urged all parties to abide by the decisions "which provide a basis for a peaceful resolution of the dispute," Nesirky said.

But many fear that Bangui, a city of about 600,000 people, could be the scene of a battle between government forces and the rebels. The fighters already have seized at least 10 towns, meeting little resistance from soldiers.

Rebel Col. Djouma Narkoyo said Wednesday that his forces have continued taking towns in recent days because government forces are attacking their positions. But, he insisted via phone: "Our intention is not to take Bangui. We still remain open to dialogue."

Bangui residents were skeptical of the insurgents' intentions.

"We are afraid by what we see happening in our country right now," said Leon Modomale, a civil servant in the capital. "It's as if the rebels are going to arrive in Bangui any moment now because there are too many contradictions in their language."

The rebel advance began earlier this month, with a push by the Union for the Democratic Forces for Unity, known by its French acronym of UFDR. The group signed an April 13, 2007, peace accord, which paved the way for the fighters to join the regular army, but the group's leaders say the deal was never properly implemented.

Central African Republic is a desperately poor, landlocked country that has suffered numerous rebellions since independence from France. Despite the nation's wealth of gold, diamonds, timber and uranium, the government remains perpetually cash-strapped.

U.S. special forces troops have deployed to Central African Republic among other countries in the region in the hunt for Joseph Kony, the fugitive rebel leader of the notorious Lord's Resistance Army.

Fireworks warehouse in Nigeria explodes, killing 1

LAGOS, Nigeria (AP) ? A massive explosion ripped through a warehouse full of fireworks in Nigeria's largest city on Wednesday, sparking a fire that threatened surrounding city blocks and sending a plume of thick smoke high into the sky. At least one person died and 15 others were wounded, emergency officials said.

The blast occurred around 9 a.m. in the Jankara area of Lagos Island, a neighborhood of narrow streets and tall cement buildings holding shops and housing people sometimes a dozen to a room in the megacity of Lagos. The force of the explosion echoed miles away and shook windows.

An Associated Press journalist saw members of the Nigerian Red Cross treating people with minor cuts and bruises a few blocks from the site. Later, rescuers pulled out a badly charred corpse from the still-smoldering structure.

Many people were injured when they stampeded through the area's narrow alleyways, said Yushau Shuaib, a spokesman for Nigeria's National Emergency Management Agency.

"The explosion was not suspected to be a deliberate attack to cause confusion as security agencies have commenced their investigations," Shuaib said in a statement later Wednesday.

Casualties, however, could rise as rescuers continue to clear debris from the fire. Smoke still rose over the neighborhood as the sun started to set Wednesday over Lagos.

Rubble-strewn streets surrounding the burning buildings were covered in the spent shells of fireworks. Several police officers and security officials found large, mortar-like fireworks in the building, the kind wired to explode as part of a large arrangement put on by professionals.

Nigerians commonly shoot off fireworks and firecrackers to mark Christmas and the New Year, with hawkers roaming in traffic with fistfuls of the small explosives to sell to passing drivers.

Local government officials have tried to ban fireworks this year, in part due to safety and in part due to the fear they can cause in a nation where a radical Islamist sect is carrying out shootings and car bombings. Nevertheless fireworks have exploded across the country in recent days to mark the holiday season.

Immediately after the blast Wednesday, thousands quickly filled the streets surrounding the burning buildings. Others ran away as fireworks continued to explode inside. A half-dozen firefighters arrived at the scene with two trucks and locals also ran fire hoses from the trucks to nearby buildings to try to beat back the flames.

The trucks quickly ran out of water. One man even scooped up water from a puddle with a bowl in an attempt to fight the blaze. One firefighter briefly fought with a young man who took his firefighting helmet off his head and ran away into the swarming crowd. The firefighter shrugged and went back to his truck as the building continued to burn.

Tigers roar back: Great news for big cats in key areas

Dec. 26, 2012 ? The Wildlife Conservation Society (WCS) has announced significant progress for tigers in three key landscapes across the big cat's range due to better law enforcement, protection of additional habitat, and strong government partnerships.

The successes are much-needed good news as tiger numbers worldwide continue to hover at all-time lows due to the combined threat of poaching, loss of prey, and habitat destruction. WCS estimates that only 3,200 tigers exist in the wild.

The news begins in southwestern India where WCS research and conservation efforts that began 25 years ago now show a major rebound of tigers in the Western Ghats region of Karnataka State. Over 600 individuals have been identified to date from camera trap photos during the last decade in this mountainous landscape. In Nagarahole and Bandipur National Parks, tigers have actually reached saturation levels, with surplus young tigers spilling out into forest-reserves and dispersing using secured forest corridors through a landscape that holds over a million human beings. The combination of strict government-led anti-poaching patrols, voluntary relocation of villages away from tiger habitats, and the vigilant local presence of WCS conservation partners watching over tigers has led to the rebound of big-cat populations and their prey. In newer tiger reserves including Bhadra and Kudremukh, numbers have increased by as much as 50 percent after years of neglect and chronic poaching were tackled.

In Thailand, WCS conservationists report a tiger comeback in Huai Kha Khaeng (HKK) Wildlife Sanctuary -- a 2,700 square kilometer (1,042 square mile) protected area in the vast Western Forest Complex. WCS has worked closely with Thai authorities to beef up enforcement and anti-poaching patrols in the region. Last year, a notorious poaching ring was busted, and this year the gang leaders were given prison sentences of up to five years -- the most severe punishments for wildlife poaching in Thailand's history. Since their capture, there have been no known tiger or elephant poaching incidents in the park. Tiger numbers have been rising steadily in the park since 2007, with a record 50-plus tigers counted last year.

Meanwhile in Russia, government officials are drafting a new law that will make transport, sales, and possession of endangered animals a criminal offense rather than just a civil crime. This will close a loophole that currently allows poachers to claim they found endangered species like tigers already dead and thus avoid stiffer criminal penalties for poaching.

Russia is making progress in creating additional protected areas for tigers, too, declaring a new corridor called Central Ussuri Wildlife Refuge on October 18. The new refuge acts as a linkage between the Sikhote-Alin tiger population in Russia, which is the main population of Amur tigers, and some of the best tiger habitat in China's Heilongjiang Province in the Wandashan Mountains. The creation of the new refuge ensures that tigers have the capacity to move across the international border between Russian and China in this region. WCS first identified this key corridor in 1999 after conducting joint wildlife surveys with Chinese and Russian scientists there. WCS President and CEO Cristi?n Samper said: "Tigers are clearly fighting for their very existence, but it's important to know that there is hope. Victories like these give us the resolve to continue to battle for these magnificent big cats. While the news about tigers has been bleak, these recent developments clearly show how smart strategies and strong partnerships are ensuring tigers are saved for centuries to come."

President Barack Obama, on his way out of town himself, insisted a bargain could still be struck before Dec. 31. "Call me a hopeless optimist," he said.

A look at why it's so hard for Republicans and Democrats to compromise on urgent matters of taxes and spending, and what happens if they fail to meet their deadline:

NEW YEAR'S HEADACHE

Partly by fate, partly by design, some scary fiscal forces come together at the start of 2013 unless Congress and Obama act to stop them. They include:

? Some $536 billion in tax increases, touching nearly all Americans, because various federal tax cuts and breaks expire at year's end.

? About $110 billion in spending cuts divided equally between the military and most other federal departments. That's about 8 percent of their annual budgets, 9 percent for the Pentagon.

Hitting the national economy with that double whammy of tax increases and spending cuts is what's called going over the "fiscal cliff." If allowed to unfold over 2013, it would lead to recession, a big jump in unemployment and financial market turmoil, economists predict.

WHAT IF THEY MISS THE DEADLINE?

If New Year's Day arrives without a deal, the nation shouldn't plunge onto the shoals of recession immediately. There still might be time to engineer a soft landing.

So long as lawmakers and the president appear to be working toward agreement, the tax hikes and spending cuts could mostly be held at bay for a few weeks. Then they could be repealed retroactively once a deal was reached.

The big wild card is the stock market and the nation's financial confidence: Would traders start to panic if Washington appeared unable to reach accord? Would worried consumers and businesses sharply reduce their spending? In what could be a preview, stock prices around the world dropped Friday after House Republican leaders' plan for addressing the fiscal cliff collapsed.

Federal Reserve Chairman Ben Bernanke has warned lawmakers that the economy is already suffering from the uncertainty and they shouldn't risk making it worse by blowing past their deadline.

WHAT IF THEY NEVER AGREE?

If negotiations between Obama and Congress collapse completely, 2013 looks like a rocky year.

Taxes would jump $2,400 on average for families with incomes of $50,000 to $75,000, according to a study by the non-partisan Tax Policy Center. Because consumers would get less of their paychecks to spend, businesses and jobs would suffer.

At the same time, Americans would feel cuts in government services; some federal workers would be furloughed or laid off, and companies would lose government business. The nation would lose up to 3.4 million jobs, the Congressional Budget Office predicts.

"The consequences of that would be felt by everybody," Bernanke says.

THE TAXES

Much of the disagreement surrounds the George W. Bush-era income tax cuts, and whether those rates should be allowed to rise for the nation's wealthiest taxpayers. Both political parties say they want to protect the middle-class from tax increases.

Several tax breaks begun in 2009 to stimulate the economy by aiding low- and middle-income families are also set to expire Jan. 1. The alternative minimum tax would expand to catch 28 million more taxpayers, with an average increase of $3,700 a year. Taxes on investments would rise, too. More deaths would be covered by the federal estate tax, and the rate climbs from 35 percent to 55 percent. Some corporate tax breaks would end.

The temporary Social Security payroll tax cut also is due to expire. That tax break for most Americans seems likely to end even if a fiscal cliff deal is reached, now that Obama has backed down from his call to prolong it as an economic stimulus.

THE SPENDING

If the nation goes over the fiscal cliff, budget cuts of 8 percent or 9 percent would hit most of the federal government, touching all sorts of things from agriculture to law enforcement and the military to weather forecasting. A few areas, such as Social Security benefits, Veterans Affairs and some programs for the poor, are exempt.

THERE'S MORE AT STAKE

All sorts of stuff could get wrapped up in the fiscal cliff deal-making. A sampling:

? Some 2 million jobless Americans may lose their federal unemployment aid. Obama wants to continue the benefits extension as part of the deal; Republicans say it's too costly.

? Social Security recipients might see their checks grow more slowly. As part of a possible deal, Obama and Republican leaders want to change the way cost-of-living adjustments are calculated, which would mean smaller checks over the years for retirees who get Social Security, veterans' benefits or government pensions.

? The price of milk could double. If Congress doesn't provide a fix for expiring dairy price supports before Jan. 1, milk-drinking families could feel the pinch. One scenario is to attach a farm bill extension to the fiscal cliff legislation ? if a compromise is reached in time.

? Millions of taxpayers who want to file their 2012 returns before mid-March will be held up while they wait to see if Congress comes through with a deal to stop the alternative minimum tax from hitting more people.

CALL THE WHOLE THING OFF?

In theory, Congress and Obama could just say no to the fiscal cliff, by extending all the tax cuts and overturning the automatic spending reductions in current law. But both Republicans and Democrats agree it's time to take steps to put the nation on a path away from a future of crippling debt.

Indeed, the automatic spending cuts set for January were created as a last-ditch effort to force Congress to deal with the debt problem.

If Washington bypassed the fiscal cliff, the next crisis would be just around the corner, in late February or early March, when the government reaches a $16.4 trillion ceiling on the amount of money it can borrow.

Boehner says Republicans won't go along with raising the limit on government borrowing unless the increase is matched by spending cuts to help attack the long-term debt problem. Failing to raise the debt ceiling could lead to a first-ever U.S. default that would roil the financial markets and shake worldwide confidence in the United States.

To avoid that scenario, Obama and Boehner are trying to wrap a debt limit agreement into the fiscal cliff negotiations.

SO WHAT'S THE HOLDUP?

They're at loggerheads over some big questions.

Obama says any deal must include higher taxes for the wealthiest Americans. Many House Republicans oppose raising anyone's tax rates. Boehner tried to get the House to vote for higher taxes only on incomes above $1 million but dropped the effort when it became clear he didn't have the votes.

Republicans also insist on deeper spending cuts than Democrats want to make. And they want to bring the nation's long-term debt under control by significantly curtailing the growth of Medicare, Medicaid and Social Security ? changes that many Democrats oppose.

Obama, meanwhile, wants more temporary economic "stimulus" spending to help speed up a sluggish recovery. Republicans say the nation can't afford it.

IT'S NOT JUST WASHINGTON

Seems like they could just make nice, shake hands and split their differences, right?

But there's a reason neither side wants to give ground. The two parties represent a divided and inconsistent America. True, Obama just won re-election. But voters also chose a Republican majority in the House.

Republican and Democrats alike say they are doing what the voters back home want.

Neither side has a clear advantage in public opinion. In an Associated Press-GfK poll, 43 percent said they trust the Democrats more to manage the federal budget deficit and 40 percent preferred the Republicans. There's a similar split on who's more trusted with taxes.

About half of Americans support higher taxes for the wealthy, the poll says, and about 10 percent want tax increases all around. Still, almost half say cutting government services, not raising taxes, should be the main focus of lawmakers as they try to balance the budget.

When asked about specific budget cuts being discussed in Washington, few Americans express support for them.

THE COUNTDOWN

Time for deal-making is short, thanks to the holiday and congressional calendars. Some key dates for averting the fiscal cliff:

? Lawmakers aren't expected to return to the Capitol until after Christmas, leaving less than a week to vote on a compromise before year's end.

? Obama and his family also left town for a Christmas vacation in Hawaii. The president said because the fiscal cliff was still unresolved, he would return to Washington this week.

? If lawmakers reach Dec. 31 without a deal, some economists worry that the financial markets might swoon.

? The current Congress is in session only through noon Eastern time on Jan. 3. After that, a newly elected Congress with 13 new senators and 82 new House members would inherit the problem.

Three new genetic links to colorectal cancer

Dec. 23, 2012 ? Vanderbilt-Ingram Cancer Center investigators have identified three new genetic "hotspots" linked to colorectal cancer.

These variants, reported Dec. 23 in an Advanced Online Publication in Nature Genetics, provide new insight into the biology of colorectal cancer -- and could represent new therapeutic targets for the disease.

Colorectal cancer is one of the most commonly diagnosed cancers worldwide -- and rates are particularly high in the United States and other developed countries. Genetics plays an important role in both sporadic and familial (inherited) forms of the disease. However, only about 6 percent of colorectal cancer cases are explained by the rare genetic variants known to confer high risk of colorectal cancer (as seen in familial forms of the disease).

Previous studies on the genetic basis of colorectal cancer have pinpointed several additional variants, but most of the studies were conducted in European/Caucasian populations.

"Looking at different ethnic groups is important because the genetic structures can be different enough that variants identified in one population do not explain risk in other populations," said Wei Zheng, M.D., Ph.D., MPH, an Ingram Professor of Cancer Research and senior author on the study. "Because of the difference in genetic structures and underlying environment exposures, it might be easier to discover some risk variants in studies conducted in non-European populations."

In 2009, Zheng and colleagues in several Asian countries established the "Asia Colorectal Cancer Consortium" to search for novel genetic risk factors for the disease. The consortium included populations in China, Korea and Japan.

Using an approach known as a "genome-wide association study" (or GWAS), Zheng and colleagues began searching for common variants linked to disease risk.

From genomic data obtained from 2,098 colorectal cancer cases and 5,749 controls, the researchers identified 64 variants, or "single nucleotide polymorphisms" (SNPs), that were associated with colorectal cancer.

The investigators then replicated these findings in another set of samples, narrowing down the number of disease-associated variants to four. Three of those four variants were also associated with colorectal cancer risk in a larger European sample.

"The findings from this study are relevant to both Asian and European populations," said Zheng. "Interestingly, these three susceptibility loci were not discovered in previous studies conducted in European-ancestry populations."

This study highlights the importance of conducting genetic studies in non-European populations to fully uncover the genetic basis for common diseases, including colorectal cancer, Zheng noted.

While the specific functions of these newly identified susceptibility loci are not clear yet, several important genes are located in the regions near the risk variants discovered in this study. For example, one risk variant is located near CCND2, the gene encoding cyclin D2, a member of the cyclin family of proteins that regulate the cell cycle. Cyclins have been linked to cancer, but research on the CCND2 gene has been limited. Therefore, the current findings suggest the need for further research on the role of other cyclins and cyclin-dependent kinases in carcinogenesis.

"These new discoveries are very exciting," Zheng said. "They will certainly lead to future studies regarding the biology of these regions and the translational potential of these findings in cancer prevention and treatment."

Zheng is also a professor of Medicine, director of the Vanderbilt Epidemiology Center, and chief of the Division of Epidemiology at Vanderbilt University.
